Eating Disorder Triggers High During Back to School Transition ...

Eating Recovery Center Urges Parents to be Vigilant for Eating Disorder Signs

Denver, CO, August 29, 2012 ? Research has shown that life changes, such as the transitions to middle school, high school or college, can serve as triggers that may contribute to the development of an eating disorder. For this reason, Eating Recovery Center, an international center providing comprehensive treatment for anorexia, bulimia, EDNOS and binge eating disorder, encourages parents of children and adolescents making these life transitions to be vigilant for early signs of eating disorders.

?Children and adolescents who are high-achieving, perfectionists and who have highly sensitive temperaments are generally at a higher risk than other children for developing an eating disorder,? said Julie Holland, MHS, certified eating disorders specialist and chief marketing officer of Eating Recovery Center. ?For these individuals, unhealthy coping mechanisms may be utilized to manage the stressors associated with significant life changes.?

A 2012 study from the Journal of Clinical Nursing found that significant transitional events, as well as a lack of support following traumatic life events, could serve as eating disorder triggers. Researchers identified school transitions as one of the six main factors that triggered eating disorders among the individuals who participated in the study.

School transition experiences such as adapting to a new environment, meeting increased academic demands, struggling with social pressures and grappling with the physiological changes that occur during adolescence can create a perfect storm in which an individual with a highly sensitive temperament or a genetic predisposition for an eating disorder may turn to disordered eating behaviors as an anxiety management tool or coping mechanism.

To help parents manage their children?s transitions to new school environments, Eating Recovery Center highlights five back to school tips to help parents promote healthy attitudes about food and body shape and size.

1. Look for discreet warning signs. Although weight loss can be an indicator of disordered eating, it may not be immediately apparent. A child may be displaying signs of an eating disorder if his or her schoolwork and grades begin to suffer, if he or she becomes socially withdrawn and increasingly anxious, tired and lethargic. Parents should also be aware if their child begins wearing roomier or layered clothing, even on warm days.

2. Avoid comments about your child?s body shape or size. When shopping for new school clothes avoid commenting on your child?s weight or body size and instead focus on his or her preferences regarding color, style, etc.

3. Have an honest conversation about peer pressure and the dangers of replacing food calories with alcohol calories if your son or daughter is getting ready to make the move to college. Discuss the physical consequences of disordered eating and drinking behaviors, such as liver damage from excessive alcohol consumption or the significant internal damage poor nutrition can cause.

4. Remind your teenage athlete not to overdo his or her training in an effort to make a high school sports team. Watch for signs of over-exercise, such as sports preparation when he or she is injured or sick, or exercise that significantly interferes with daily activities and schoolwork.

5. Be a positive body role model. When helping an adolescent recover from the body-focused bullying that can sometimes accompany going back to school, a parent who has positive body image will have far more credibility than one who consistently criticizes his or her own looks.

?It is important to remember that what triggers an eating disorder may not be what perpetuates it,? said Holland. ?Though school transition pressures may have precipitated an eating disorder, the factors that enable its continuation are often complex. Early intervention and treatment from qualified eating disorders professionals are essential to maximize opportunities for lasting recovery.?

To help parents learn more about helping their children more effectively deal with pressures that could lead to the development of an eating disorder, Eating Recovery Center has launched a free Community Education Series for parents. Fewer than 7 percent of Lonmin workers report for duty

JOHANNESBURG (Reuters) - Fewer than 7 percent of Lonmin's 28,000-strong South African workforce reported for duty on Thursday as the platinum producer held talks with warring unions, attempting to cool tensions and bring people back to work.

The world's third-largest platinum producer has been forced to shut its mining operations for almost three weeks because of a violent turf war between the established National Union of Mineworkers (NUM) and militant Association of Mineworkers and Construction Union (AMCU), which led to the deaths of 44 people this month.

That total includes 34 striking workers killed in a hail of police bullets, an event that has stiffened the resolve of surviving comrades to hold out until their demands are met.

"We have a 6.6 percent average attendance across all shafts this morning," Lonmin said in a statement.

Prosecutors said a court has accepted a petition to seek possible murder charges against 270 miners for the deaths of the 34 shot by police on the grounds that they were arrested at the scene with weapons.

Arguments on the matter will be made in a court near the mine site next week when bail hearings resume on the 270, who are in police custody, a prosecution spokeswoman said.

Critics have ridiculed the move, saying prosecutors are inflaming a tense situation by seeking a mass indictment that will eventually be rejected.

The Independent Police Investigative Directorate, a government watchdog, said it had received nearly 200 complaints from the arrested miners of being assaulted and abused while in custody.

PEACE ACCORD

The talks to end the impasse in the platinum mining city of Rustenburg, northwest of Johannesburg, resumed on Thursday after dragging into the night on Wednesday.

Gideon du Plessis, deputy secretary general of trade union Solidarity, said discussions are to secure "a return to work agreement - with the aim of getting workers back to work on Monday after most funerals have been concluded".

He said the grievances raised by the striking workers would then be dealt with and finally, a peace accord would be reached.

Solidarity represents skilled workers, and its members have not been on strike, but all unions are taking place in the talks.

The 3,000 strikers who have brought things to a standstill are mostly rock driller operators, who demand a monthly wage of 12,500 rand ($1,500), which would amount to a hike of over 25 percent over what the company says it currently pays, excluding bonuses.

In Australia, South Africa's mines minister, Susan Shabangu, said on the sidelines of a conference that the violence was undermining investor confidence in Africa's largest economy, which sits on 80 percent of known platinum reserves.

"It is a cause for concern. The tragedy does impact on any potential investments. Any investor would like to invest in a stable environment; we've got to recognize that," she said.

Lonmin accounts for 12 percent of the global output of platinum, used in car catalytic converters and jewelry.

Lonmin has said it may issue new shares to shore up a balance sheet hit by lost output and revenue, as well as the prospect of further losses as the entire platinum sector struggles with soaring power and labor costs and poor demand.

Israel's First Chareidi Mechina - Yeshiva World News

In the spring of 2013, 30 graduates of the nation?s first chareidi mechina will be entering the IDF. The yeshiva, which prefers to refer to itself as ?????? ???????? ??????, has been operating, albeit under the media radar, realizing the mixed reactions a chareidi IDF prepatory institution is going to generate. The yeshiva stresses it is serving but chareidim who wish to enter the IDF, not troubled youths or any other branch of shomer shabbos Jewry other than chareidim who do not wish to learn fulltime.

The IDF is aware of the yeshiva and it has been closely monitoring its progress, viewing the new institution as an experiment with significant potential.

These are standard chareidim who view black and white as their preferred dress code yet they don?t wish to learn fulltime. One of them, 17-year-old Yoni Karniel from Gadera explains ?we are pioneers?. He stated ?today, it is clear the experiment was a success. The yeshiva is the only place in Israel that a chareidi male wishing to remain frum, in his community and with the same lifestyle, can find his place, a place of kovod for those who are serious about being chareidi but not wishing to remain in yeshiva fulltime.?

18-year-old David Tzanani from Kfar Saba adds ?As a child, I never thought I would serve. At some point I realized I cannot learn fulltime. I did not wish to work illegally. I wanted to remain chareidi. Up until now, there was no place for me but now it is different.? Prior to the mechina David learned in Yeshivas Ohr Gaon, obtaining a draft deferment like the others in his yeshiva. ?The Torah world in Eretz Yisrael also began with just 400 talmidim? he explains, optimistic regarding the mechina?s future. ?Nachal Chareidi began with 30 soldiers. It?s a process and this is the beginning of a very big process,? he explains.

16.5-year-old Gavriel from France adds it was not easy and it still isn?t. He explained not all of them passed the tests as they wished, and he was asked a simple math division problem which he was unable to answer. Now, with two units towards his matriculation [bagrut] diploma, the math challenge is behind him and he is confident he will continue moving ahead.

The project is being run by the ?????? ?? ??? non-profit, which means ?Paths of Light?. Hundreds of candidates were tested and they selected 30 for the pilot program. Most of them do not plan to enter Nachal Chareidi, but they are headed for the Intelligence Corps.

One of the Roshei Yeshiva, Rabbi Nir David explains that he hopes that in addition to serving, he hopes the young men will acquire a profession that will assist them in their lives after their IDF service. David explains that they will enter units in groups of a minimum of 10, accompanied by a spiritual mentor, one who will be responsible for that aspect of their service. They will return to yeshiva every night for night seder during their service.

At the heads of the mechina are Rav Reuven Meir and Rav Nir David, who grew up dati leumi and moved over to the right. Meir, a veteran educator who sports a long white beard explains ?At the end of the 1990s we were aware there is a group of young men who are not seeking to declare fulltime Torah study as their profession and that led to the establishment of Nachal Chareidi?.

Yeshiva Director Rami Lieber explains while they had many promises and commitments from state officials, ?nothing has happened?. Lieber also serves as a Lt.-Colonel in the reserves. ?We met with the minister of welfare, who loved the concept, promising he would do a lot to assist towards making this a national project, but to date, this has not occurred. The Defense Ministry did not assist at all and Minister of Religious Services Yaakov Margi and Deputy Minister of Education Eliezer Moses and an aide to Interior Minister Eli Yishai met with us as well. Lots of unfulfilled promises. We are dealing with young men from their communities and we are saving them so what can be more painful??

The city in which the yeshiva is located is far from friendly, trying to oust them from the building to give it to a girl?s school. Lieber explains that part of the problem is the Defense Ministry does not recognize the yeshiva as an official mechina, adding ?the hesder yeshivot don?t know what to do with us either?. In the case of the city hall, they simply appear to want to put chareidim in their place.

Lieber adds that officials in the IDF Personnel Branch are fans, and they are assisting, as well as Education Ministry officials, with the latter trying to obtain government funding.

Lieber adds the program is ideal for the military, as the current Shachar soldiers in the air force are married, and they are more costly to the military, almost 5,000 NIS monthly. In addition, they serve for only two years. The mechina talmidim cost the same as other soldiers and they are committed to a full three-year service. He believes that as many as 50-80% of yeshiva students do not see their place in a fulltime learning environment and as a result, they learn for half a day and then the trouble begins. He feels the half of the day that is not spent learning should be dedicated to learning a profession. Lieber states the facts may be painful, but they are nonetheless correct.

The rabbonim feel that those sitting and learning must remain in beis medrash, explaining they are not trying to persuade anyone to abandon Torah study. They stress this mechina is not for the ?troubled youth?. This yeshiva seeks good boys who wish to continue being chareidi but are not prepared to commit to fulltime learning. Lieber feels the fulltime learners amount to 15-20% of the chareidi tzibur, no more.

He views the mechina as the ?tunnel? in which they are transformed from the talmid in beis medrash to a young man ready for the Bakum Induction Center for making the transition is not so easy. Lieber describes a talmid who sits and learns and lives in a bubble, aware he will be given a shidduch and live is good. ?Taking someone like this directly to Bakum is problematic? and that is why the program has been created. He feels there must be many mechina programs exclusively for the chareidi tzibur to give talmidim the tools to enter the IDF as well as maintaining their frum chareidi lifestyle.

Lieber explains that many chareidi rabbonim support their efforts, but no one is ready to put that support on paper in the form of a signature. David Tzanani explains that now, he learns seriously for at least a half day and instead of just ?passing time? for the remainder, he is now involved in a productive program which he feels offers him the best of both worlds.

NASA's Kepler discovers multiple planets orbiting a pair of stars

ScienceDaily (Aug. 28, 2012) ? Coming less than a year after the announcement of the first circumbinary planet, Kepler-16b, NASA's Kepler mission has discovered multiple transiting planets orbiting two suns for the first time. This system, known as a circumbinary planetary system, is 4,900 light-years from Earth in the constellation Cygnus.

This discovery proves that more than one planet can form and persist in the stressful realm of a binary star and demonstrates the diversity of planetary systems in our galaxy.

Astronomers detected two planets in the Kepler-47 system, a pair of orbiting stars that eclipse each other every 7.5 days from our vantage point on Earth. One star is similar to the sun in size, but only 84 percent as bright. The second star is diminutive, measuring only one-third the size of the sun and less than 1 percent as bright.

"In contrast to a single planet orbiting a single star, the planet in a circumbinary system must transit a 'moving target.' As a consequence, time intervals between the transits and their durations can vary substantially, sometimes short, other times long," said Jerome Orosz, associate professor of astronomy at San Diego State University and lead author of the paper. "The intervals were the telltale sign these planets are in circumbinary orbits."

The inner planet, Kepler-47b, orbits the pair of stars in less than 50 days. While it cannot be directly viewed, it is thought to be a sweltering world, where the destruction of methane in its super-heated atmosphere might lead to a thick haze that could blanket the planet. At three times the radius of Earth, Kepler-47b is the smallest known transiting circumbinary planet.

The outer planet, Kepler-47c, orbits its host pair every 303 days, placing it in the so-called "habitable zone," the region in a planetary system where liquid water might exist on the surface of a planet. While not a world hospitable for life, Kepler-47c is thought to be a gaseous giant slightly larger than Neptune, where an atmosphere of thick bright water-vapor clouds might exist.

"Unlike our sun, many stars are part of multiple-star systems where two or more stars orbit one another. The question always has been -- do they have planets and planetary systems? This Kepler discovery proves that they do," said William Borucki, Kepler mission principal investigator at NASA's Ames Research Center in Moffett Field, Calif. "In our search for habitable planets, we have found more opportunities for life to exist."

To search for transiting planets, the research team used data from the Kepler space telescope, which measures dips in the brightness of more than 150,000 stars. Additional ground-based spectroscopic observations using telescopes at the McDonald Observatory at the University of Texas at Austin helped characterize the stellar properties. The findings are published in the journal Science.

"The presence of a full-fledged circumbinary planetary system orbiting Kepler-47 is an amazing discovery," said Greg Laughlin, professor of Astrophysics and Planetary Science at the University of California in Santa Cruz. "These planets are very difficult to form using the currently accepted paradigm, and I believe that theorists, myself included, will be going back to the drawing board to try to improve our understanding of how planets are assembled in dusty circumbinary disks."

Ames manages Kepler's ground system development, mission operations and science data analysis. NASA's Jet Propulsion Laboratory in Pasadena, Calif., managed the Kepler mission development.

Ball Aerospace & Technologies Corp. in Boulder, Colo., developed the Kepler flight system and supports mission operations with the Laboratory for Atmospheric and Space Physics at the University of Colorado in Boulder.

Because of frequent flooding of the Mississippi River during the 1960s and the rising cost of taxpayer funded disaster relief for flood victims, in 1968 Congress created the National Flood Insurance Program (NFIP). It has three mandates: to provide residential and commercial insurance coverage for flood damage, to improve floodplain management and to develop maps of flood hazard zones. Flood damage to vehicles is covered under the comprehensive section of an auto insurance policy but there is no coverage for flooding in standard homeowners, renters or in most commercial property insurance policies. Coverage is available in a separate policy from the NFIP and from a few private insurers. Despite efforts to publicize this, many people exposed to the risk of floods still fail to purchase flood insurance.

The widespread flooding associated with Hurricane Katrina in 2005 set in motion a debate about how to improve the federal program. Likewise, the Mississippi floods of 2011 and Hurricane Irene, both of which caused widespread physical and economic damage, much of it uninsured, are prompting a reexamination of how the risk of flooding is handled, from the building of levees and other artificial barriers to the federal flood insurance program, including the possibility of some form of privatization. Meanwhile, the last Congress balked at significant change, choosing instead frequent short-term reauthorizations in lieu of long-term reform. Efforts to revamp the program are continuing.

RECENT DEVELOPMENTS

  • Long Term Reform: On June 29, 2012, a month before the latest short-term extension was due to expire, Congress passed legislation reauthorizing the NFIP until September 30, 2017. The measure was folded into HR 4348, the Surface Transportation Extension Act of 2012, which extends the highway program for two years and also retains the current interest rate on student loans for one year.?
  • The legislation was a compromise between a bill approved by the full House and a somewhat different proposal passed by the Senate Banking Committee in 2011. Among other things, it allows the Federal Emergency Management Agency (FEMA) to raise rates more steeply than the current 10 percent, to a maximum of 20 percent annually, and mandates that rates for second homes, properties that have had repetitive flood claims and commercial properties rise 20 percent over the next five years, starting July 1, 2012, thus phasing out subsidies on some 30 percent of properties. It also affirms FEMA?s authority to purchase reinsurance from the private market and requires FEMA and the Government Accountability Office (GAO) to assess the capacity of the private reinsurance, capital and financial markets to assume a portion of the program?s risk. The reforms are expected to generate an additional $2.7 billion over the next 10 years, according to the Congressional Budget Office..?
  • Also included was a provision negotiated by Sen. Roger Wicker, R.-Miss, to help settle disputes over the extent of wind versus water damage when the structure is a total loss and reduced to a slab. The Wicker provision would use data from federal agencies such as the National Oceanic and Atmospheric Administration to help allocate total losses between the two perils or causes of loss after a major storm.
  • Not included was a proposal to expand the NIFP to offer coverage for additional living expenses to help compensate policyholders who are forced to move out of their homes when a structure is flooded and business interruption insurance coverage for businesses whose operations are curtailed or suspended due to flooding. The GAO will study the impact of adding such coverages.??
  • Policies in Force: While the number of flood policies in force is growing, a significant portion of the population at risk of flooding still is not insured for flood damage, as the flooding in the Midwest in the spring of 2008 and after Hurricane Ike revealed. The latest available data show that in 2010, there were more than 5.7 million policies in force, compared with 5.0 million in 2005, the year of Hurricane Katrina, and 4.3 million in 1999. Premiums grew to $3.4.billion in 2010 from $2.2 billion in 2005. In 2010, 27,923 claims were paid, even though no major hurricane struck the U.S. mainland, compared with 212,518 in 2005, and the cost of claims was $718 million, compared with $17.7 billion in 2005.

BACKGROUND

The National Flood Insurance Program: Before Congress passed the National Flood Insurance Act in 1968 after frequent widespread flooding along the Mississippi River, the national response to flood disasters had been to build dams, levees and other structures to hold back flood waters, a policy that may have encouraged building in flood zones.

The National Flood Insurance Act created the National Flood Insurance Program (NFIP), which was designed to stem the rising cost of tax-payer funded relief for flood victims and the increasing amount of damage caused by floods. The NFIP has three components: to provide flood insurance, floodplain management and flood hazard mapping. Federal flood insurance is only available where local governments have adopted adequate flood plain management regulations for their floodplain areas as set out by NFIP. About 20,400 communities across the country participate in the program. NFIP coverage is also available outside of the high-hazard areas.

The law was amended in 1969 to provide coverage for mudslides and again in 1973. Until then, the purchase of flood insurance had been voluntary, with only about one million policies in force. The 1973 amendment put constraints on the use of federal funds in high-risk floodplains, a measure that was expected to lead to almost universal flood coverage in these zones. The law prohibits lenders that are federally regulated, supervised or insured by federal agencies from lending money on a property in a floodplain zone when a community is participating in the NFIP, unless the property is covered by flood insurance. The requirement for flood insurance also applies to buildings that receive financial assistance from federal agencies such as the Veterans Administration. However, because the initial mortgage on the property is frequently sold by the originating bank to another entity, enforcement of this law has been poor.

Legislation was enacted in 1994 to tighten enforcement of flood insurance requirements. Regulators can now fine banks with a pattern of failure to enforce the law and lenders can purchase flood insurance on behalf of homeowners who fail to buy it themselves, then bill them for coverage. The law includes a provision that denies federal disaster aid to people who have been flooded twice and have failed to purchase insurance after the first flood.

Buildings constructed in a floodplain after a community has met regulations must conform to elevation requirements. When repair, reconstruction or improvement to an older building equals or exceeds 50 percent of its market value, the structure must be updated to conform to current building codes. A 2007 NFIP study on the benefits of elevating buildings showed that due to significantly lower premiums homeowners can usually recover the higher construction costs in less than five years for homes built in a ?velocity? zone, where the structure is likely to be subject to wave damage, and in five to 15 years in a standard flood zone. The Federal Emergency Management Agency (FEMA) estimates that buildings constructed to NFIP standards suffer about 80 percent less damage annually that those not built in compliance.

How It Works: The NFIP is administered by FEMA, now part of the Department of Homeland Security. Flood insurance was initially only available through insurance agents who dealt directly with the federal program. The "direct" policy program has been supplemented since 1983 with a private/public cooperative arrangement, known as "Write Your Own," through which a pool of insurance companies issue policies and adjust flood claims on behalf of the federal government under their own names, charging the same premium as the direct program. Participating insurers receive an expense allowance for policies written and claims processed. The federal government retains responsibility for underwriting losses. Today, most policies are issued through the Write-Your-Own program but some nonfederally backed coverage is available from the private market.

The NFIP is expected to be self-supporting (i.e., premiums are set at an actuarially sound level) in an average loss year, as reflected in past experience. In an extraordinary year, as Hurricane Katrina demonstrated, losses can greatly exceed premiums, leaving the NFIP with a huge debt to the U.S. Treasury that it is unlikely to be able to pay back. Hurricane Katrina losses and the percentage of flood damage that was uninsured led to calls for a revamping of the entire flood program.

Flood adjusters must be trained and certified to work on NFIP claims. NFIP general adjusters typically reexamine a sample of flood settlements. Insurers that fail to meet NFIP requirements must correct problems; otherwise they can be dropped from the program.

As with other types of insurance, rates for flood insurance are based on the degree of risk. FEMA assesses flood risk for all the participating communities, resulting in the publication of thousands of individual flood rate maps. High-risk areas are known as Special Flood Hazard Areas or SFHAs.

Flood plain maps are redrawn periodically, removing some properties previously designated as high hazard and adding new ones. New technology enables flood mitigation programs to more accurately pinpoint areas vulnerable to flooding. As development in and around flood plains increases, run off patterns can change, causing flooding in areas that were formerly not considered high risk and vice versa.

People tend to underestimate the risk of flooding. The highest-risk areas (Zone A) have an annual flood risk of 1 percent and a 26 percent chance of flooding over the lifetime of a 30-year mortgage, compared with a 9 percent risk of fire over the same period. In addition, people who live in areas adjacent to high-risk zones may still be exposed to floods on occasion. Ninety percent of all natural disasters in this country involve flooding, the NFIP says. Since the inception of the federal program, some 25 to 30 percent of all paid losses were for damage in areas not officially designated at the time of loss as special flood hazard areas. NFIP coverage is available outside high-risk zones at a lower premium.

Flood insurance covers direct physical losses by flood and losses resulting from flood-related erosion caused by heavy or prolonged rain, coastal storm surge, snow melt, blocked storm drainage systems, levee dam failure or other similar causes. To be considered a flood, waters must cover at least two acres or affect two properties. Homes are covered for up to $250,000 on a replacement cost basis and the contents for up to $100,000 on an actual cash value basis. Replacement cost coverage pays to rebuild the structure as it was before the damage. Actual cash value is replacement cost minus the depreciation in value that occurs over time. (Excess flood insurance is available in all risk zones from some private insurers for NFIP policyholders who want additional coverage or where the homeowner?s community does not participate in the NFIP.) Coverage for the contents of basements is limited. Coverage limits for commercial property are $500,000 for the structure and another $500,000 for its contents.

To prevent people putting off the purchase of coverage until waters are rising and flooding is inevitable, policyholders must wait 30 days before their policy takes effect. In 1993, 7,800 policies purchased at the last minute resulted in $48 million in claims against only $625,000 in premiums.

Proposals for Change: The NFIP has four major goals: to decrease the risk of flood losses; reduce the costs and consequences of flooding; reduce the demand for federal assistance; and preserve and restore beneficial floodplain functions. In a final report published in 2006 by the American Institutes for Research (AIR), which conducted an evaluation of the federal flood insurance program, AIR said that although much had been accomplished, the program fell short of meeting its goals in part because the NFIP did not have the ability to guide development away from floodplains and cannot restore beneficial floodplain functions once they have been impaired. In addition, AIR said, many people still are not covered or not adequately covered for flood damage. AIR also noted that the NFIP was hampered in reaching its goals by insufficient Congressional funding, lack of pertinent data, misperceptions about the nature of the program and the breakdown in coordination among its three major sectors.

A report published by FEMA in 2007 suggests that development patterns should be changed to protect environmentally sensitive areas and that communities in the flood program should be encouraged or required to ban development in these locations.

Another criticism of the NFIP is that it does not charge enough for coverage. Among the reasons for the premium shortfall is that the cost of coverage on dwellings that were built before floodplain management regulations were established in their communities is subsidized. As a result, the premiums paid for flood coverage by the owners of these properties reflect only 30 to 40 percent of the true risk of loss.

Lawmakers considering legislation to renew authorization of NFIP have proposed many changes that would have increased the NFIP?s future income, including making owners of property subject to repetitive flooding pay premiums that more closely reflect the true cost of their losses and gradually eliminating the flood insurance subsidy for vacation and second homes. In addition, they would have allowed higher premium increases to make the program eventually self-sustaining.

Flood Coverage in Other Countries: There are two basic methods of providing flood insurance in developed countries. Under the first, the optional system, insurers extend their standard policy to include supplemental coverage for flood damage on payment of additional premium. The coverage tends to be expensive due to the fact that only those most likely to be flooded, and therefore to file claims, purchase it, a situation known in the insurance industry as adverse selection. Among the countries with optional coverage are Germany, Italy and the Netherlands. The other method is ?bundling.? Under this system, flood coverage is combined with coverage for other perils such as fire and windstorm, thus spreading the risk of flood losses across a large geographical area and greatly increasing the percentage of the population covered for flood damage. Countries that have adopted this method include the United Kingdom, Spain and Japan. In addition, in some countries such as France and Spain there are government compensation programs for major disasters, including flooding, that take effect when the cost of a disaster reaches a certain level. The system in the United States is unique in that the government underwrites the coverage and private insurers act as administrators bearing no actual flood risk.

How to send a video message with iMessage from your iPhone or iPad

If you've got an iPhone, iPod touch, or iPad running iOS 5 or higher you've got iMessage, Apple's free MMS-like service that works with any other iOS device, and Mac running OS X Mountain Lion, to let you easily send videos without paying your carrier for a special messaging plan (data rates will still apply if you aren't on Wi-Fi). iMessage is built right into the same Messages app and Share Sheet that sends SMS and MMS to your non-iPhone using friends, so you don't have to do anything extra to use it. Just pick your video and send!

How to send an iMessage video using the Messages app

  1. Launch the Messages app from the Home screen.
  2. Tap the New Message button in the upper right hand corner
  3. iMessage and Messages main menu on iPhone
  4. Choose the contact you'd like to send a video to.
  5. Tap the Camera button next to the message entry area.
  6. Select whether you'd like to take a video now or choose an existing one.
  7. Choose existing or take video
  8. If you chose to send an existing video, you'll be shown all the pictures and videos in your Photos app. Scroll through and find the video you'd like to send. Tap on it to select it.
  9. Choose existing video for iMessage
  10. Review the video. If it's the one you want tap the blue Choose button in the lower right hand corner and it will be inserted into the message.
  11. Select iMessage video to send and confirm
  12. Tap the Send button and you're done!

If you're using an iPhone but the person you're sending to doesn't have an Apple device or isn't using iMessage, your video will be sent as a regular MMS message. If that happens, it will appear in a green bubble instead of a blue one. This also means you'll be charged any applicable text message or multimedia message fees.

If you're sending a video from your iPad or iPod touch, you won't be able to send an iMessage to anyone not using the service.

How to send an iMessage video from using the Photos app

  1. Launch the Photos app from your Home screen
  2. Choose existing video for iMessage
  3. Find the video you'd like to send and tap on it to select it.
  4. Tap on the Share button in the lower left hand corner.
  5. Select Message.
  6. choose video share button to send in message
  7. The video will be automatically inserted into a new message
  8. .Type the contact name or search for the contact you want to send to by tapping the blue + button.
  9. Tap the Send button and you're done!

Dell B1265dnf Multifunction Mono Laser Printer


Clearly designed for a micro, small, or home office, and priced accordingly, the Dell B1265dnf Multifunction Mono Laser Printer delivers all the important features a small office needs. It can print and fax from, as well as scan to, your PC, including over a network, and work as a standalone copier and fax machine. It also offers suitable output quality, speed, and paper capacity, all of which makes it a potentially good fit as a workhorse mono laser MFP.

The B1265dnf is a near twin of the Samsung SCX-4729FD that I reviewed earlier this year. Except for their colors?white for the Samsung SCX-4729FD and black for the B1265dnf?they look identical. They also offer essentially the same list of features, which isn't too surprising if you're aware that Samsung builds many of Dell's printers. The simple truth is that aside from who provides support, there aren't many differences between the two. And if you're considering the B1265dnf, you should check out the Samsung SCX-4729FD as well.

Basics
As with its Samsung doppelganger, the B1265dnf is a bit too imposing to comfortably share a desk with. However, at 15.1 by 16.0 by 13.3 inches (HWD), it has a smaller footprint than many inkjets, so it shouldn't be hard to find room for even in the smallest of small offices. You might even consider it as a personal MFP.

Paper handling is suitable for most micro and small offices, with a 250-sheet tray, a single-sheet manual feed, and a built-in duplexer (for printing on both sides of a page). Note that at this writing Dell's Web page and some of its marketing material shows the manual feed tray as having a 10-sheet capacity. However, this is a typo, and Dell is in the process of correcting it.

One key office-centric feature is the 40-page automatic document feeder (ADF). As is common for office MFPs, the ADF supplements a letter-size flatbed to let you scan both stacks of paper and legal-size pages.

Setup, Speed, and Output Quality
For my tests, I connected the B1265dnf to a wired network and installed the drivers on a system running Windows Vista. Setup was standard.

Dell rates the printer engine at 29 pages per minute (ppm), which is the speed you can expect to see when printing a text file with no graphics or photos. On our business applications suite (timed using QualityLogic's hardware and software) it came in at an effective 8.5 ppm, essentially tied with the Samsung SCX-4729FD, at 8.2 ppm. As another point of reference, both printers were significantly slower on our tests than the Editors' Choice Canon imageClass MF4570dn , at 12.3 ppm.

Output quality counts as a strong point overall, primarily because of the text and graphics quality. Text is at the high end of the range where most mono lasers fall, making it easily good enough for almost any business purpose, but a little short of what most people would want for desktop publishing applications. Graphics quality, similarly, is good enough for almost any business purpose, including PowerPoint handouts and the like.

Photo quality is at the low end of the tight range that includes most mono laser MFPs. It's certainly good enough to print recognizable photos from Web pages, but not good enough by most people's standards for photos in client newsletters or the like.

Running Cost
One other issue worth mention is running cost. The claimed cost per page for the B1265dnf is 3.3 cents. That's 0.3 cents per page more than the Samsung SCX-4729FD claims, or $3 more per 1,000 pages. But it's also 0.6 cents less per page than the MF4570dn, or $6 less per 1,000 pages. Neither works out to a big difference unless you print a lot of pages. But the more you expect to print, the more of an issue this may be.

Keep in mind too that it's not the running cost that matters, but the total cost of ownership. If you expect to print 10,000 pages over the lifetime of the printer, the running cost for the B1265dnf will be $30 more than for the SCX-4729FD. But if you can buy the B1265dnf for $30 less than the Samsung SCX-4729FD, the total cost will be the same.

When I reviewed the Samsung SCX-4729FD, I pointed out that it covered all the bases for most small office needs. The same is true for the Dell B1265dnf Multifunction Mono Laser Printer. In addition to printing, scanning, copying, and faxing, it delivers a potentially attractive balance of speed, output quality, paper handling, price, and features. That said, if you put a priority on speed, you should take a look at the Canon MF4570dn. You may also want to work out a total cost of ownership comparison with the Samsung SCX-4729FD. If the numbers work out right, the Dell B1265dnf can easily be the right choice.
